David was appointed Chief Executive of the new NHS Birmingham, Black Country and Solihull ICB cluster in September 2025, having previously served as Chief Executive of NHS Birmingham and Solihull Integrated Care Board, which he helped establish in 2022.
He studied economics at the University of Leicester before qualifying as an accountant and completing an MBA. David began his career at KPMG where, as a senior manager, he worked mainly across the health and education sectors. He was drawn to the NHS by the scale, variety and challenge of public service, and by the opportunity to lead work that makes a real difference to people and communities.
Before moving into chief executive roles, David held several Director of Finance positions across Derbyshire, Lincolnshire and Birmingham. He then spent more than a decade at Birmingham Women’s and Children’s NHS Foundation Trust, including eight years as Deputy Chief Executive and Chief Finance Officer, and served as Interim Chief Executive on three separate occasions. During that time, he led a number of major change programmes, including the merger of Birmingham Women’s and Birmingham Children’s hospitals and the development of Waterfall House, bringing together cancer, rare diseases and children’s surgical services.
A consistent theme throughout David’s career has been a strong commitment to public service and a passion for addressing health inequalities. He believes the NHS must be focused not only on delivering high-quality care, but on improving outcomes for those communities who face the greatest barriers to good health.
David also helped establish The Health Exchange, a Birmingham-based social enterprise that provides health promotion advice and support to disadvantaged and hard-to-reach communities. In December 2011, he was named NHS Finance Director of the Year by the Healthcare Financial Management Association.
He is Chair of the NHS Supply Chain Midlands Advisory Board and a member of the national NHS Supply Chain Advisory Board.
