Phil Johns was appointed Chief Strategy Officer for the NHS Birmingham, Black Country and Solihull Integrated Care Board (ICB) cluster in January 2026, bringing more than 25 years of experience across NHS provider and commissioning organisations.

Prior to this role, Phil served as Chief Executive Officer of NHS Coventry and Warwickshire Integrated Care Board from its establishment in July 2022 until 2025. He joined the organisation from the newly merged Coventry and Warwickshire Clinical Commissioning Groups (CCGs), where he had been Chief Executive since December 2020, providing leadership through a period of significant system transition.

Earlier in his career, Phil held a number of senior finance and executive roles. He was Deputy Chief Executive and Chief Finance Officer at Birmingham and Solihull CCG between 2017 and 2020, and previously served as Chief Finance Officer at Birmingham Cross City CCG. His earlier roles include Director and Deputy Director of Finance at NHS South Birmingham and Associate Director of Finance at University Hospitals Coventry and Warwickshire NHS Trust.

Throughout his career, Phil has worked across both provider and commissioner settings, developing a strong track record in financial leadership, system transformation and partnership working. He is a committed advocate for integrated care, with a strong belief in collaboration, local empowerment and engaging organisations, professionals and communities in shaping health and care services.
